Jamaica’s Health Minister, Dr Chris Tufton Jamaica’s Minister of Health Dr. Christopher Tufton says misconceptions about marijuana (ganja) must be dispelled to stem misuse of the drug, especially by children.“Dispelling those perceptions means all hands on deck. It means public education, it means (those) in the court system or are providing counselling, being aware. You have to give that lecture almost every time you have to deal with that problem, until it seeps through, until it gets into the minds and the mind set and the psyche of the society,” said Tufton, who attended a Children’s Drug Treatment seminar in Kingston on the weekend.However, he stated that given cultural practices and other factors, that it will be difficult to change persons’ views about the substance.“In Jamaica, we have culturally accepted as a norm, the consumption of certain types of substances, marijuana of course, being almost a part of us in terms of general acceptance, availability and so on.”Tufton said the government is concerned about the health of the public who use such substances which has the capacity to create negative side effects on the person and the society in general.He noted that by “relaxing” the regulations under the Dangerous Drugs Act, which allowed for the decriminalization of ganja for medicinal, religious, scientific and therapeutic purposes, persons interpreted that as a “free for all” where it is now acceptable to have it in their possession, as well as smoke it freely.Under the Act, the use of ganja is not legal. It is now a non-arrestable but ticketable offence to possess small quantities of ganja, amounting to two ounces or less. This attracts a fine payable outside of the court, but will not result in the person having a criminal record.
The World Bank says Jamaica is poised to generate increased economic growth of two per cent and more per annum by the 2018/19 fiscal year.The World Bank’s lead economist, Philip Schuler, says this projection is based on the government’s prudent fiscal stance and the resulting stable inflation rate; improvement in the country’s current account balance; and heightened business confidence, which is expected to generate significant new investments.Schuler, who was speaking via video-link from the Bank’s headquarters in Washington DC, praised the government for maintaining the fiscal stance that continues to generate steady improvements in Jamaica’s economy, following protracted periods of volatility.He noted that apart from “a couple of bad quarters” in 2014, there have been notable growth and improvement in key areas, such as the gross domestic product (GDP) and employment.Schuler also pointed to the dramatic decline in the rate of inflation, noting that while this has increased slightly since the start of 2017, it is expected to remain within the Bank of Jamaica’s forecast range.However, he urged the government to be mindful of the prevailing risks to which the economy remains vulnerable.These include a debt level that remains very high, and the country’s vulnerability to natural hazards and climate change, adding that Jamaica is an open economy subject to global shocks arising from policy uncertainty.The Bank’s Country Manager for Jamaica, Galina Sotirova, also underscored the need for further strengthening of the nation’s and economy’s resilience to natural disasters and other exogenous shocks.
In the wake of a soaring crime rate that has led to the murder tally in Jamaica surpassing the 1,300 mark, to date, the Jamaican Police High Command has announced changes in the senior ranks of the Jamaica Constabulary Force (JCF).Divisional commanders being transferred Earlier this week, Police Commissioner George Quallo said several divisional commanders will be transferred in November including Senior Superintendent Marlon Nesbeth, who is stationed in the western parish of St. James.Nesbeth will be transferred to the Border and Security Branch of the JCF. He will be replaced by Senior Superintendent Wilfred Campbell, who now heads the Kingston Central Police Division.St. James is the hotbed for crime, having recorded 248 murders since January.ZOSO hasn’t prevented blood-lettingAccording to Nesbeth, the government’s latest initiative to stem the crime wave – the Zone of Special Operations (ZOSO) – that was implemented in Mount Salem in the parish, has not prevented the blood-letting in surrounding areas.The objective of the operation that stemmed from an Act passed in Parliament earlier this year, is to contain crime and gives the Prime Minister power to implement the initiative in consultation with the National Security Council.St. James leads in murdersMore than 240 people have been murdered in St. James since January 1 and last week – 13 persons were murdered in the parish.Crime in St. James is followed by the parishes of Westmoreland and Clarendon, while in the Corporate Area the divisions of St. Andrew South, Kingston Western top the list and in St. Catherine, the most volatile areas are St. Catherine North and South.When compared to the similar period last year, there has been a 26 percent hike in murders.In addition to transferring Nesbeth, the Police Commissioner says seven other commanders will be relocated.The changes take effect on November 10.PNP criticalMeanwhile, the opposition People’s National Party (PNP), has weighed in on the country’s murder rate, stating that the increase emphasizes the need for the government to set out a more comprehensive crime plan.On Tuesday, the PNP’s spokesman on National Security, Fitz Jackson said the government’s crime plan is not working.Jackson, in the meantime, has suggested that the government bring a non-partisan national stakeholder group together to agree on a set of measures to tackle the crisis.“They must put out an overarching approach where the people of Jamaica is (sic) brought on board so that we, collectively, can seek to deal with the problem,” he asserted.In one of the most recent incidents a Corporate Area businessman, Dennis Ramdial, was killed outside his business place.The police report that Ramdial, 70, was standing outside his business place when explosions were heard. It was later discovered that Ramdial was shot. He was rushed to hospital where he died.His murder comes on the heels of the killing of his son, Richard on July 13. The academy is planned as a first-class entity with several fields located across the region which can be used by local and visiting national teams. Beckham also indicated his team will consist of local players, as he believes there is great soccer talent in South Florida.Donaldson is also convinced several local soccer players will make it to Backer’s MLS team. “Some of the best soccer players in America plays right here in South Florida. Many are frustrated by the lack of advancement as professional players. In sports, the experts would relate the ‘dream team’s success in winning the football gold medal at the 1996 Olympic Games in Atlanta (the first by an African country), as a feat which brought pride to all on the continent.Football in Africa is more than a sport. Many have embraced the beautiful game as they do religion. In the North, East, West, South, and Central part of the continent, an acre of land inhabited is mentally pictured as a football pitch. The beauty, there is no age limit for participants.In reality, the last time Nigerians were ecstatic about the performance of a top-division football club on the continent was (2004) – the year Enyimba FC remarkably achieved an unprecedented defense of the CAF Champions League.“How come it took so long for a club from Nigeria to win a competition which has been in existence since 1964?” I hear you scream!Truth, there have been representations, but none before the People’s Elephant chased the holy grail of Africa’s premier club competition and achieved ultimate success.Rangers International Football Club were the first Nigerian team to make the final of the Champions League, a feat achieved in 1975. Unfortunately, the Flying Antelopes lost (3-1) on aggregate to Hafia FC of Guinea. That performance spurred believe and an exchange of baton as IICC Shooting Stars emerged runners-up in 1984 and 1996, losing on both occasions to Egyptian team Zamalek SC. Heartland FC (formerly Iwuanyawu Nationale) also made two finals in 1988 and 2009.In terms of overall performances, the North envelopes the other subregions. Share Stockholm-listed European sports betting operator Betsson AB continues its aggressive M&A growth strategy in 2017, by confirming the acquisition of London AIM-listed interactive gaming operator NetPlay TV.Updating the market this morning, Betsson governance detailed that it had acquired all-equity in NetPlay TV for a total consideration of £26.4 million, purchasing all NetPlay assets outright, with a view of increasing its presence within the saturated UK online gambling market.Yet to be finalised, Betsson governance will offer a ‘9p cash’ incentive per ordinary share to NetPlay investors. UK business sources have reported that main shareholder ‘Directforce Trading’ which holds 27% equity in the company, has accepted Betsson’s offer.Betsson’s planned acquisition requires 75% acceptance to go through, nevertheless, the firm’s governance is confident of clearing a further corporate buyout.Issuing a short statement Ulrik Bengtsson CEO of Betsson Group stated that his firm was acquiring three established UK betting brands (Jackpot24/7, SuperCasino and Vernons) and furthermore, that NetPlay assets would see further growth and efficiency in scalability once integrated with its Techsson platform. The acquisition sees Betsson group further its multi-brand strategy within regulated European online gambling markets.“Betsson’s experience of operating successful casino brands will add to NetPlay’s earnings and growth. We have a long-term view on NetPlay and will achieve significant cost synergies and operational improvements over time.
